Mumbai Port Authority and NBCC (India) ink strategic agreement for Central Government office complex
Mumbai Port Authority (MbPA) has signed an agreement with NBCC (India) Limited, a Navratna Central Public Sector Enterprise under the Ministry of Housing and Urban Affairs, Government of India, for the planning, designing and implementation of a Central Government Office (CGO) Complex at Cotton Green, Mumbai.
This agreement marks a key milestone in MbPA’s strategy to transform strategically located port land into high-value institutional infrastructure that strengthens governance, optimises land utilisation and supports Mumbai’s urban regeneration.
Under the agreement, NBCC will act as the project implementation agency on a turnkey, deposit-work basis, delivering end-to-end services including master planning, architectural and engineering design, statutory coordination, tendering, construction, project management and supervision. The project will be executed in accordance with prevailing government standards and specifications, adopting applicable schedule of rates, area-based costing norms and relevant cost indices to ensure transparency, quality and cost efficiency.
The CGO Complex is envisaged as a modern, integrated and sustainable office campus, consolidating multiple Central Government offices within a secure and well-planned precinct. Strategically located near Cotton Green with strong rail and road connectivity, the project is expected to enhance administrative efficiency, improve inter-departmental coordination and act as a catalyst for planned development along Mumbai’s eastern waterfront.
Officials from MbPA said that the partnership reflects confidence in NBCC’s proven track record in delivering complex institutional projects, while NBCC reaffirmed its commitment to design excellence, statutory compliance, sustainability and timely execution.
